NATIONAL URBAN LIVELIHOODS MISSION (NULM)

The restructuring of the SwarnaJeyanthiShahariRozgar Yojana (SJSRY) scheme as National Urban Livelihoods Mission (NULM) has been introduced by the Government of India with effect from September’2013.

The main objectives of the NULM is to reduce poverty and vulnerability of the Urban Poor households by enabling them to access gainful self-employment and skilled wage employment opportunities and improvements in their livelihoods on a sustainable basis, through building strong grassroots level institution of the poor.

The NULM scheme consisting of various components as introduced by the Government of India. The main functions of the scheme are as indicated below:

SOCIAL MOBILIZATION AND INSTITUTIONAL DEVELOPMENT

The mobilization of urban poor households to form their own institutions is an important investment for an effective and sustainable poverty reduction programme. Under the component 290 nos. of SHGs, 14 nos. ALFs and 1 no. of CLF are formed upto October’2017.
Target: Issue of Revolving fund to 20 nos. of TCS for Rs.2,00,000/- for 2017-18
Issue of Revolving to 5 nos. of ALF for Rs.2,50,000/- for 2017-18

EMPLOYMENT THROUGH SKILL TRAINING AND PLACEMENT

The component aims to provide skill training to urban unemployed youth through various training covered under Health care, Textile/Garment making, Construction, Automotive repair, Fashion designing, Printing Painting, Beauty culture and hair dressing etc. The cost of beneficiary shall not exceed Rs. 15,000/- which will include Training cost, Selection, Counselling, Training material, Trainers’ fee, Certification, Toolkit, other miscellaneous expenses.
Achievement: Providing Tailoring, Computer, Beautician training to 252 nos. of trainees.
Expenditure: Rs.11,74,350/-

SELF EMPLOYMENT PROGRAMME

(a) Individual Loan (b) Group Loan (c) Bank Linkage Programme

(a) Individual Loan: Issue of Loan and subsidy to the poor beneficiaries. Further through this Component Interest subsidy issued to beneficiaries for 7% against the project cost or ceiling amount of Rs.2,00,000/- loan amount.
Achievement: Individual loan issued to 61 nos. of beneficiaries for Rs.58,98,000/-

(b) Group enterprises: The subsidy loan issued to the eligible TCS for taken up income generation activities. SHG members Interest subsidy issued for 7% against the total project cost or ceiling amount upto Rs.10,00,000/- (approximately).
Achievement: The 22 nos. of Group enterprises loan applications forwarded to various bankers on 21.2.2017 and the loan amount for Rs.1.00 crore. The provisional sanction yet to be received from the bankers.

(c) Bank Linkage Programme: The 12 nos. loan applications forwarded to various bankers on 17.5.2017 and the loan amount for Rs.41.20 lakhs. The provisional sanction received from the various bankers. The interest subsidy will be released shortly.

CAPACITY BUILDING AND TRAINING

A key objective of the capacity building and training component is to transform the role of the Housing and Urban Poverty Alleviation and State Agencies in charge of urban poverty alleviation into providers of high quality technical assistance in the fields of urban livelihoods promotion and urban poverty alleviations. The sub-component of
(i) Technical support at National, State and City Levels and
(ii) Training and other capacity building programmes for Mission Management Unit are included in the above major component.

SCHEME OF SHELTERS FOR URBAN HOMELESS

The main objective of scheme of shelter for urban homeless (SUH) is to provide shelter and all other essential services to the poorest of the poor segment of urban societies. The shelters should be permanent all weather 24x7 shelters for the urban homeless.All homeless persons, in shelters should be given priority under various schemes and Government programmes.

SUPPORT TO URBAN STREET VENDORS (5%)

This component aims to provide financial assistance under Microentrepreneur of street vendors, support micro enterprises development, credit enablement and pro-vending urban planning along with supporting society security options alongwith supporting society security options for vulnerable groups such as Women, SC/STs and minorities.

Target: Issue of I.D. cards to the 268 nos. of street vendors.
Expenditure booked for Rs. 53,600/-
Total expenditure booked: Rs.18.23 lakhs. (upto 23.10.2017)
